Article 28 of 「the Act Act on the Educational Support for Overseas Korean Nationals」
1) The Minister of Education may establish a Korean education center in a foreign country, in consultation with the Minister of Foreign Affairs, when it is deemed necessary for providing lifelong education and other educational activities to overseas Korean nationals.
