Article 28 of 「the Act on the Educational Support for Overseas Korean Nationals」1) The Minister of Education may establish a Korean education center in a foreign country, in consultation with the Minister of Foreign Affairs when it is deemed necessary for providing lifelong education and other educational activities to overseas Korean nationals.
